The HIPAA Right of Access initiative, enforced by the Office for Civil Rights (OCR) within the Department of Health and Human Services, requires healthcare providers to furnish patients with their medical records within 30 days and at a reasonable cost. Increased enforcement has resulted in numerous settlements, with penalties ranging from $3,500 to more than $200,000 for failing to provide timely access.
